Kaiser Subsidy Update for Cal-COBRA Employer Groups

Following is the email we received today from Kaiser regarding the notifications and subsidy for
Cal-COBRA Employers

(Groups with less than 20 Employees)

Letters are in the Mail to Cal-COBRA Enrollees With Information About the Premium Subsidy.


Starting this week, current Cal-COBRA members who may be eligible for the new COBRA premium subsidy and members who are currently eligible for Cal-COBRA but who have not yet applied for coverage will begin receiving letters from Kaiser Permanente informing them of their options.

The letters inform these members that under a provision of the American Recovery and Reinvestment Act of 2009, they may be eligible for a temporary Cal-COBRA premium reduction for up to nine months and instruct them on how to apply for assistance.

Kaiser Permanente is still waiting on state legislation that would allow members who did not apply for Cal-COBRA during their initial eligibility window to get a new window of eligibility because of the premium subsidy (this is allowed under federal COBRA). If the law is passed, communications will go out to those individuals as well.

Members who are currently eligible but have not yet applied for Cal-COBRA and may be eligible for the premium subsidy will receive:
  • Current Eligibles Letter
  • Cal-COBRA Information Sheet
  • Stimulus Subsidy Application
  • HIPAA Information Sheet
  • Attestation Form for Subsidy (AEI Request form)

Members already enrolled in Cal-COBRA who may be eligible for the premium subsidy will receive:
  • Current Cal-COBRA Member Letter
  • Attestation Form for Subsidy (AEI Request form)
